Education/Training/Certifications

  • University degree in business administration or relevant fields, with an emphasis on labour relations, human resources and organization development. Graduate degree is preferred
  • Minimum 10 years of progressive experience and a track record of achievement in a senior position of comparable responsibility managing programs with a focus on growth, innovation and academic excellence that enhance and advance the profile of the University, preferably in a large, complex and relevant setting
  • Well-rounded business and finance background to complement a strong labour relations and human resources background
  • Proven success developing and implementing strategic plans and meeting objectives
  • Comprehensive knowledge of federal and provincial legislation and strict adherence to regulatory standards affecting current and prospective programs
  • Excellent knowledge of the corporate community and an ability to effectively build and manage strong partner relationships with key contacts within this community that enhance and advance the interests of the University
  • Several years of experience in a business or university environment at a senior level delivering professional development programs grounded in adult learning principles
  • Demonstrated success in developing, leading and motivating employees, and teams of diverse individuals and create and foster a collaborative work environment
  • An equivalent combination of education and experience may be considered

Queen’s University Industrial Relations Centre (IRC) is a leading provider of premium professional development programs in labour relations, human resources and organizational development. IRC programs are designed for busy practitioners, delivered by industry leading subject matter experts through blended learning approaches and grounded in adult learning science. The IRC offers:

  • Open-enrolment programs;
  • Customized training programs;
  • Experiential learning environment;
  • Tools, strategies, and networking opportunities; and
  • Practitioner-focused research.

Reporting to the Executive Director, Finance and Operations in the Faculty of Arts and Science (FAS), the Director, Professional Programs is responsible for the strategic direction, business operations, and financial management of the Queen’s IRC. Serving as a trusted advisor, and university-wide thought leader and liaison to the FAS leadership team, allied professionals, and external partners, the incumbent contributes to the development of short and long-term plans for new professional programs in the Faculty and further develops the sophisticated portfolio of programs in accordance with market demand and the strategic vision of the Faculty.  The Director is responsible for meeting the financial goals of the programs and for leading IRC Program staff. In support of growth priorities based on best practices and evolving trends in education, the Director exercises a high degree of energy, entrepreneurship, and judgement, to develop and implement advanced plans, programs, policies, and procedures. By building and strengthening relationships that cultivate engagement and collaboration among diverse stakeholders, the Director is a forward-thinking strategic business leader with: a strong focus on service; a commitment to Equity, Diversity, Inclusion and Indigeneity (EDII); and, a record of effective use of technology and innovation to support participant/stakeholder success in the pursuit of professional programming excellence and growth.

 

Position Requirements

KEY RESPONSIBILITIES:

Strategic Planning, Programming and Partnerships

  • Provide overall strategic leadership and business planning to the IRC. Design, articulate and deliver a vision, plan, objectives and programming that aligns with the broader Strategic Plan of the Faculty of Arts & Science, and serves to demonstrate the impact of Queen’s and to enhance its image/reputation among key audiences.
  • Lead the ongoing review and refinement of existing programs, and new program development to meet the financial and strategic goals of the Faculty. Manage programs both in-person (across Canada as well as international offerings) and online offerings.
  • Oversee the evaluation of the quality assurance process of the programming offered by the IRC through assessment and implementation of new processes, tools, and technologies to ensure the highest level of learning experience. Sets and implements quality standards for all aspects of online and blended course development, design, and delivery, ensuring that evidence-based best practices are followed.
  • Build and cultivate an extensive national network of leaders in the fields in which the IRC is active in order to identify, secure, orient, advise and maintain a broad group of external facilitators and coaches. Create and support appropriate partnerships with other institutions and individuals in support of FAS goals and objectives.
  • Act as an advocate and champion representing the IRC in the Faculty of Arts and Science and with other key stakeholders within the University to advance specific and strategic priorities and projects for the Centre.
  • Foster an innovative and creative approach to program development that encourages collaboration, flexibility, and Stays abreast of technological and pedagogical developments, and/or relevant legislation that may assist in maximizing enrolment and student engagement.
  • Establish relationship engagement strategies in support of comprehensive and program specific proposals: collaborate with faculty, staff, students, and internal and external stakeholders to ensure that the Centre’s non-credit programs maintain and enhance the reputation of the University, are well designed to promote learning, fiscally sustainable, accessible, innovative, relevant, and responsive to community demand.
  • Maintain an in-depth knowledge of the University’s and Faculty’s priorities and initiatives in both teaching and learning. Apply this knowledge by identifying strategic opportunities to respond to regional learning needs in business, government, organizations, and communities. Develop and lead marketing programs to meet these needs, in collaboration with the University’s academic programs.
  • Expand program offerings by providing certificates and micro credentials to meet needs of participants and post-secondary students (searching for additional learning to supplement their degrees).
  • Work collaboratively with Arts and Science Online to assess synergies and opportunities in the development and delivery of non-credit programming.
  • Develop and implement policies and procedures in support of the IRC mandate.

Financial Management

  • Provide leadership in the development and implementation of non-credit revenue generating strategies designed to maximize the long-term financial success of the Faculty and Queen’s.
  • Identify, develop and manage the resources required to generate annual revenue and enrolment growth, including establishing pricing strategy and revenue targets and managing expenses.
  • Contribute to three-year budget forecasts at the Faculty level, assessing budget implications of new strategic portfolio development initiatives and ensure that IRC’s programming and service units have aligned strategic plans, implementation plans and business plans where appropriate.
  • Provide strategic and financial advice to the Dean and the Faculty leadership team in support of short and long-term planning, new programs and initiatives, and financial/ administrative processes and policies.
  • Measure and analyze programming initiatives to assess ROI and ensure success and future direction. Review competitive audits and ongoing environmental monitoring to gauge program Report findings and implements changes in strategy as required.
  • Authorize contractual agreements related to IRC activities that are binding upon the University.

Talent Management

  • Promote a culture of inclusion, with a commitment to the University’s EDII initiatives designed to foster an inclusive, supportive, and welcoming work environment for individuals with diverse backgrounds and identities and the Faculty’s Strategic Plan.
  • Plan, prioritize and manage the work of employees, providing strategic and tactical advice, guidance and coaching. Identify the need for staff resources, participate on staffing committees, and make effective recommendations regarding employee selection.
  • Manage performance by establishing performance standards, energizing and motivating team members, reviewing and evaluating performance and conducting formal performance reviews on an ongoing basis.
  • Assess staff training and development needs and ensure that employees receive training required to improve and sustain successful performance.
  • Investigate, address and resolve employee/labour relations issues, including disciplinary matters. Makes decisions or effective recommendations on matters involving possible discipline, discharge, and probationary termination.
  • Provide leadership and change management in organizational development.

DECISION MAKING:

  • Determine the broad direction of the IRC and the content, and work with educational experts to determine curriculum and delivery method of IRC courses, certificates, and programs.
  • Define the structure, organization and mechanisms for business operations within the IRC. Establish policies and procedures for internal and quality controls. Work with educational professionals to apply quality assurance metrics.
  • Determine annual and long-term plans and strategies for the unit in the best interest of the Faculty and the University. Oversee plans to ensure established targets are met, and revenue to the Faculty and the University is maximized.
  • Determine the allocation of financial and human resources to meet the operational needs of the IRC programs.
  • Strategically execute the development and implementation of initiatives and/or efficiencies of the IRC operations.
  • Identify, develop, and implement optimum strategies to build and strengthen engagement between the University, its current and future partners.
  • Recognize when to call on other members of the Faculty to take advantage of their expertise and offer them opportunities for collaboration and development.
  • Evaluate job candidates and make effective recommendations regarding new hires, transfers and promotions.
  • Evaluate employee performance and decide on appropriate training or coaching to address lack of proficiency in carrying out responsibilities, or remedial action for staff disciplinary situations.
  • Assess investigation outcome of grievances and makes effective recommendations on appropriate course of action or next steps on grievances.
  • Make effective recommendations on level of discipline up to discharge and probationary termination.
