REQUIRED QUALIFICATIONS:
• University degree and several years (5+) related experience in a Human Resources setting.
• Several years of progressively responsible management experience, including supervision of administrative staff, human resources management, planning and project responsibilities.
• Certified Human Resources Professional (CHRP) designation preferred.
• Comprehensive knowledge of Employment Standards, Human Rights, Occupational Health and Safety, and other applicable employment legislation. Familiarity with University policies and procedures, collective agreements and organizational structure considered an asset.
• Demonstrated experience providing conflict resolution advice to Managers/Supervisors is essential.
• Previous experience working with human resources information systems and recruitment management systems is an asset.
• Consideration will be given to an equivalent combination of education and experience.

DECISION MAKING:
• Evaluates and recommends an effective course of action to Vice Dean & Director on the SON’s application and administration of policies, collective agreements and related procedures based on established interpretations, past practices and / or legal precedent in the context of the Queen’s University environment.
• Understands how interpretation can create precedent and have long-term consequences for the SON. Determines when to involve Vice Dean & Director and Queen’s University and FHS HR supports.
• Recommends solutions pertaining to strategic HR planning and appropriate course of action to achieve operational/process efficiency considering operational and systemic impacts of process changes.
• Resolve problems where possible and answers questions as they arise, redirecting more complex problems to senior staff or the Queen’s Department of Human Resources.
• Makes recommendations on job description content and grade level in partnership with the Vice-Dean & Director and Managers. Provides information to support recommendations on classification and employment status.
• Makes recommendations to continually improve the quality and effectiveness of HR processes at the SON.
• Make recommendations to management on effective hiring, performance management and other HR-related processes to establish fair, effective, and equitable practices.

Position Requirements
Reporting to the Associate Director, Administration, Innovation and Operations (AIO), with direction from the Vice-Dean Faculty of Health Sciences and Director, School of Nursing, the Human Resources (HR) Officer is a skilled human resources generalist responsible for the management, planning and coordination of human resources operations at the School of Nursing (SON), as well as contributing to the strategic direction of HR initiatives for the SON. The HR Officer is accountable for carrying out human resources related duties in support of management and faculty at the School, in accordance with University policy and legislative requirements. The HR Officer supports SON staff and faculty activities within the organization and works closely with the Vice-Dean & Director, Associate Directors, managers and faculty, in addition to Queen’s University central HR and the Faculty of Health Sciences (FHS) and the Faculty Relations Office.
KEY RESPONSIBILITIES:
Staffing and Human Resources
• On behalf of the Vice-Dean & Director, acts as the primary HR contact within the SON providing support for human resources and academic staffing processes for faculty and staff, including recruitment, and orientation.
• Works closely with the Vice-Dean & Director and Associate Director (AIO), advising on and participating in the development and implementation of strategic human resources planning, in pursuit of the SON operational and faculty goals.
• As the lead for academic staffing processes within the School of Nursing, works closely with the FHS Staffing Office and Faculty Relations, to ensure timely and accurate administration of academic-specific processes and entitlements, such as recruitment, renewals, tenure eligibility, promotion, academic and negotiated leaves, leaves of absence, retirements, reduced periods of responsibility, immigration, compensation, benefits and seniority.
• Work closely with the Vice-Dean & Director as the primary contact for the Faculty Relations Office for labour relations issues. Provide guidance as an internal point of contact for managers related to staff employee and labour relations; escalates and collaborates with central Human Resources as required.
• Acts as a resource person to the Vice-Dean & Director on all issues related to academic staffing. Interprets collective agreements and provides guidance on administration, in collaboration with the Faculty Relations Office.
• Identifies and rectifies or escalates any issues of compliance with collective agreement terms related to staffing processes.
• Works closely with Director, Clinical Course Coordinators and Associate Directors on staffing plans for clinical and lab assignments, teaching assistants and fellowships.
• Works closely with the Research Manager and faculty on the recruitment and contract administration for Graduate Research Assistants, Work Study/SWEP students and other research support roles.
• Drafts, prepares, collects approval from Vice-Dean & Director and coordinates the distribution of all contracts for non-Tenure/Tenure-Track Faculty and non-General Staff employee groups, including but not limited to: Term Adjuncts, Academic Assistants, Teaching Assistants and Fellows, Research Assistants and other casual employees. Accurately administers complex clinical instructor compensation.
• Coordinates all administrative documentation for general staff, and works with Central Human Resources to finalize. Acts as primary timekeeper for the School of Nursing, and prepares and coordinates payroll-related documentation for adjustments, off-cycle cheques and additional payments.
• Provides high-level administrative support and guidance to the Appointments and Renewal, Tenure and Promotion (RTP) Committees (internal or external). Coordinates all stages of RTP process on the unit-level and leads communications with all stakeholders on behalf of the Vice-Dean & Director. Liaises with Faculty Staffing Office to ensure timely and accurate administration of outcomes.
• Supervises the administration of the Adjunct Group 1 appointment and renewal process with the Appointments Committee. Delegates administrative support duties to Administrative Assistant as required.
• Ensures recruitment files are up to date, interview questions and techniques utilize current format/comply with University standards, completes reference check process, and provides all relevant hire information to Central HR to facilitate the offer process.
• In consultation with the Vice-Dean & Director, assumes leadership of communicating and implementing procedural updates and changes to employment policy/practice within the SON as appropriate.
• Maintain a current listing of the status of all regulated health professionals hired in the School of Nursing to ensure that any changes to licenses are recorded and reported, as required. Prepares verification letters with respect to completed clinical hours of instructors (ie RN’s seeking out-office province licensing, instructors applying to graduate nursing programs).
• Manages, organizes and maintains confidential records, including faculty and staff files, ensuring information is provided to University central files or Faculty Office as appropriate.
• Coordinates, tracks and collects confirmations on staff and faculty compliance with mandatory training requirements (AODA, EHS, and EDII).
• Coordinates all Full Course Equivalents (FCE) allocations in compliance with collective agreements.
• Coordinates the administration of Queen’s Survey of Students’ Experience of Teaching (QSSET).
Strategic Recruitment
• Leads the SON through the full cycle of the recruitment process from the point that a vacancy is identified to the facilitation of the internal new hire onboarding process.
• Leads strategic recruitment initiatives for hard to fill positions.
• Facilitates the job evaluation process by coordinating submission of job evaluation requests, ensuring documentation is complete and accurate. Act as point of contact for Central HR throughout review process.
• Drafts, edits and/or provides guidance on position summary and job posting development, advising Managers and faculty on recruitment strategies, providing support and advice during the selection process, developing selection criteria/tools and screening resumes, interviewing job candidates and completing reference checks.
• Participates on search committees and/or providing Equity Representative services, where requested. Works with Queen’s University Client Service team to ensure timely preparation and offers of employment in consultation with Director and Associate Director (Administration, Operations and Initiatives), including requests for salary consults and carrying out initial negotiation of offer terms with candidates.
• Provides guidance on strategic practices aimed at promoting equity, diversity and inclusion through all elements for the recruitment process at the SON.
Overall Human Resources Support
• Leads, or assists with, the development of projects, initiatives, standardized processes, guides, manuals and resources for the School of Nursing.
• Researches, compiles, prepares and verifies SON HR data for budget, accreditation processes, program evaluation, Office of Institutional Research reporting and other organizational review requests as requested.
• Provided biweekly employees with information on employee credential activation, mandatory training requirements and the SON biweekly payroll process.
