REQUIRED QUALIFICATIONS:
• Master’s degree, or equivalent experience in a research environment, is essential. A Ph.D. would be considered an asset but is not a requirement.
• Proven superior leadership, managerial, interpersonal, and organizational abilities.
• Experience and skill in effective management of staff and finances in research environments.
• Experience or demonstrated ability to administer, review and develop research programs, and grant applications.
• Experience in managing and interpreting research and financial data.
• Knowledge of Research Ethics and Privacy Policies, and EDIIA principles
• Knowledge of and/or experience with research funding agencies considered an asset.
• Familiarity with Queen’s University policies and procedure considered an asset.
• Consideration will be given to an equivalent combination of education and experience.

SPECIAL SKILLS:
• Excellent communication skills (both verbal and written) to deal with a wide variety of individuals in a professional manner and to provide clear and accurate information.
• Effective organizational skills and strong project management, administrative and supervisory skills.
• Excellent interpersonal skills and experience in management, including the confidence, tact, discretion, and judgment to work effectively with academic researchers, government representatives and senior administrators externally.

• Ability to use statistical software such as SAS or R, N-vivo or other analytic software is an asset.

DECISION MAKING:
• Managing research priorities set by the CSPC Director and the project PIs.
• Exploring and exploiting opportunities for grants and contracts.
• Evaluates job candidates and makes effective recommendations on suitable hires.
• Prioritizing tasks of research assistants, associates, and students. Assisting in trouble shooting and problem solving; suggesting directions that would result in timely and accurate completion of tasks.
• Evaluates employee performance and decides on appropriate training or coaching to address lack of proficiency in carrying out responsibilities, or remedial action for staff disciplinary situations.
• Participate in the strategic planning process as appropriate.
• Coordinate and prepare external reports and communications to other departments within the University, and other research partners (public/private)
• Determine direction required regarding information/data management; in particular in the analysis and interpretation of Centre’s financial status.
• Set priorities regarding personnel workload.
• Determine when to refer problems to Director.

Position Requirements

JOB SUMMARY:
Reporting to the Director, Centre for Studies in Primary Care (CSPC), with functional (dotted line) accountability to the Department Head of Family Medicine and performance accountability to both. The incumbent will provide support and direction to the overall administration of the Centre for Studies in Primary Care which is the research arm of the Department of Family Medicine (DFM), in the Faculty of Health Science.

The incumbent is responsible for the operations and financial management of CSPC, and will include: human resource management, work allocation, management of accounts, financial reporting and the provision of research support and development to junior and senior faculty within the department. The incumbent will be an active member of the department’s senior management team by way of collaborative effort to achieve the Department’s Vision and Mission. The incumbent will assist in the grant/contract applications process. The incumbent may lead research projects independently and will be required to participate on the CSPC Advisory Council, and the Queen’s Surveillance and Research Committee (QSRC – EON-focused) and be familiar with related Queen’s Committees and departments (i.e. Research Services, Ethics, Privacy Office, Contracts, Centre for Advanced Computing, Health Services and Policy Research Institute, Legal services) as applicable to the research portfolio of the CSPC and the Department of Family Medicine.

KEY RESPONSIBILITIES:
• Management of day-to-day operations of the CSPC through direction of the research staff and students. Assign and direct staff work assignments. General human resources management and liaison with Queen’s Human resources.
• Identifies the need for staff resources, participates on staffing committees, and makes effective recommendations regarding employee selection.
• Assesses staff training and development needs and ensures that employees receive training required to improve and sustain successful performance.
• Management of CSPC operating accounts and the project specific accounts where the projects are directly run by the CSPC, and liaison with the Faculty of Health Sciences Finance Office.
• Overall management of all CSPC projects, including projects that have designated project managers; direct management of project specifically assigned to the Manager.
• Provide oversight and management support to Eastern Ontario Network (EON) and I-CREATe programs and other research programs, including human resources, financial support and ensuring that programs associated with the CSPC are aligned with its Vision and Mission
• Assisting investigators with the process of grant/contract applications; keeping up to date with the application processes of relevant granting agencies. Assisting faculty and students with research design, surveys, and data analysis.
• Report to and participate in the CSPC Advisory Council meetings and present the Annual Report at the Annual General Meeting, CSPC.
• Support Resident Research, including the annual Primary Care Research Day and, potentially, supporting residents In their scholarly projects (i.e. teaching, mentoring, providing guidance on projects).
• Serve on committees, working groups and task forces as required. Responds to inquiries and prepares and presents reports as necessary.
• Undertakes other duties and special projects as assigned.
