REQUIRED QUALIFICATIONS: 

  • A University degree (Queen’s degree preferred), combined with several years of related experience.
  • Several years of progressively responsible experience managing and directing staff.
  • Experience in a leadership role.
  • Experience developing proposals and project plans, including measurement criteria.
  • Experience developing presentations and speaking to large groups of people.
  • Experience organizing, promoting and executing special events.
  • Student recruitment and admission, marketing or public relations background is an asset.
  • Experience with international study abroad and/or exchange programs is an asset.
  • Consideration may be given to an equivalent combination of education and experience.

DECISION MAKING:

Position Requirements

Reporting to the Director, International Undergraduate Enrolment, the Regional Manager (Middle East & Africa), International Enrolment is responsible for planning, coordinating, and executing the strategies and tactics required to support institutional international undergraduate enrolment priorities. The Regional Manager provides direction and supervision to embedded staff/representatives based in the Middle East and or Africa and will be responsible for the recruitment and admission activities related to international undergraduate students from that area, with the goal of enhancing the profile of Queen’s to applicants and encouraging well-qualified students to seek admission and ultimately to enrol at Queen’s.  The incumbent will liaise with stakeholders and partners both at Queen’s and external to the University, including agents and third-party service providers, as well as colleagues within the Office of the University Registrar (OUR) on matters relating to admission, registration, student awards and academic records and fees.  Additionally, the Regional Manager is an integral member of the Office of Undergraduate Admission and Recruitment (UAR) management team.

KEY RESPONSIBILITIES: 

  • Plan, develop and implement effective recruitment and admission strategies, and programs and activities, including marketing and communications, to attract, admit, and enrol qualified international students to undergraduate programs across all faculties and schools, including the Bader International Study Centre.
  • Identify prospective students in traditional, non-traditional, priority, and emerging markets, determine and implement effective approaches to reach prospective students, solicit qualified applicants, and convert candidates to registrants.
  • Organize, attend, and execute various international recruitment activities in identified target markets and develop partnerships with schools, universities, and other PSE international education organizations to further the international enrolment goals of Queen’s University.
  • Develop appropriate measurement criteria to evaluate the effectiveness of recruitment activities and business process.
  • Recommend, develop and implement strategies and tactics to improve results and ensure achievement of international enrolment targets.
  • Plan, prioritize and manage the work of employees, providing strategic and tactical advice, guidance and coaching. Identify the need for staff resources, participate on staffing committees, and make effective recommendations regarding employee selection.
  • Manage performance by establishing performance standards, reviewing and evaluating performance and conducting formal performance reviews on an ongoing basis.
  • Assess staff training and development needs, and ensure that employees receive training required to improve and sustain successful performance.
  • Investigate, address and resolve employee/labour relations issues, including disciplinary matters. Make decisions or effective recommendations on matters involving possible discipline, discharge and probationary termination.
  • Collaborate within the UAR and campus partners to identify and prioritize reporting requirements and timely communication, and to ensure clarity of process to achieve admission targets.
  • Identify opportunities for business process improvements and update administrative calendars as required.
  • Ensure documentation of process is up to date and that staff, including campus partners, are trained on admission processes and procedures.
  • Demonstrate sound judgement with respect to the understanding, interpretation and application of university policy.
  • Ensure delivery of seamless integrated service approach to all clients, including prospective applicants, applicants, admitted students, and parents, providing a continuum of service and support for prospective students and students, from initial inquiry to ultimate arrival at Queen’s.
  • Plan targeted marketing and recruitment activities to ensure a well-qualified applicant pool to support the undergraduate program enrolment plans. Identify prospective student groups in traditional, non-traditional and emerging markets, determine methods to reach prospective students, solicit qualified applicants, and convert candidates to registrants.
  • Coordinate activities and communication directed at prospective applicants and students from all participants involved in recruitment (e.g., Faculty and School representatives, UAR co-workers, alumni, Queen’s University International Centre). The incumbent must also develop measurement criteria to evaluate effectiveness and determine or recommend opportunities to improve effectiveness.
  • Develop and maintain expertise of educational systems to identify and evaluate applicants for admission.
  • Act as the UAR contact for campus partners, including faculties/schools/offices at Queen’s, for international enrolment related activities.
  • Identify, develop and maintain relationships with key partners. These include, but are not limited to, guidance counsellors and other key personnel at high schools, colleges, and universities; alumni; current Queen’s students; and governmental and non-governmental organizations involved with the marketing of Queen’s University specifically and Canadian education in general.
  • Responsible for working with the Communication Manager in developing and directing the coordination and execution of an integrated communication strategy, ensuring that publication content is current and innovative, and effectively markets Queen’s University to the target audience. This includes ensuring in-house publications (print and electronic) are current and effective.  Recommend and contribute to the development of appropriate communications (e.g., electronic and print correspondence, publications and newsletters, social media).
  • Participate in budget planning and recommend resource allocation decisions. This will include developing an annual and longer-term business plan to guide marketing and recruitment and new initiatives for admission.
  • Other duties as required in support of Undergraduate Admission and Recruitment.
